Saskatchewan Polytechnic, in partnership with Cégep Saint-Jean-sur-Richelieu, is collaborating with Guinea-Bissau’s pilot community college Centro de Formação Industrial Vitorino Costa (CENFI) to strengthen technical and vocational education and training (TVET) in the country. The project will revise and adapt two medium-level training programs in Electricity and Refrigeration and Air Conditioning to align with Guinea-Bissau’s National Qualifications Framework (Quadro Nacional de Qualificações da Guiné-Bissau) and respond to the needs of an inclusive and evolving labour market.

By enhancing the quality, relevance and accessibility of technical training, the initiative supports Guinea-Bissau’s education sector priorities to diversify training opportunities and improve workforce readiness. Drawing on Saskatchewan Polytechnic’s expertise in competency-based education and training, the project will help ensure that programs are responsive to industry demand and equip learners with practical, job-ready skills.

A key component of the initiative is professional development for instructors and institutional staff. Participants from Guinea-Bissau will engage in context-relevant training delivered both in Canada and locally, covering topics such as competency-based curriculum development, gender-responsive teaching practices, digital learning, leadership and management, industry partnerships, occupational health and safety, and labour market analysis.

Through hands-on learning, industry visits, study tours, peer exchanges and online learning opportunities, participants will gain valuable insights into effective training delivery and industry collaboration. Training resources and tools will be developed in Portuguese to support long-term sustainability and institutional capacity beyond the life of the project.

Expected Outcomes:

The project will strengthen CENFI’s capacity to deliver high-quality, competency-based technical training  by:
  • revising CENFI’s Electricity and Refrigeration/Air Conditioning programs,
  • providing professional development to instructors and staff,
  • developing sustainable Portuguese-language training resources.

As a result, learners will benefit from more relevant, inclusive and industry-responsive training, leading to improved workforce readiness and stronger alignment with Guinea-Bissau’s labour market needs.
